Uplands Real Estate Partners is a privately-held real estate development and investment firm headquartered in Washington, DC. While at Forest City Realty Trust, our management team spearheaded the development of over 5,000 apartments and 2m+ square feet of commercial space, including The Yards – an award-winning mixed-use neighborhood that revitalized the Southeast Washington, DC waterfront and catalyzed the Capitol Riverfront neighborhood.

Debby founded Uplands Real Estate Partners alongside Josh Hoffman and Brian Ratner following the sale of Forest City Realty Trust in 2018.
Debby previously was the Washington, DC Region Chairman for Brookfield Properties, a global real estate development and operating company with 300 million square feet of prime commercial space and 59,000 apartments under management, as well as 9 million square feet of commercial space in development.
Prior to joining Brookfield, Debby worked for over 30 years at Forest City Realty Trust. Most recently, she served as President of Forest City Washington, a subsidiary of Forest City Realty Trust, overseeing the company’s activities in the DC, Philadelphia, Boston, and New Jersey markets. During her career with Forest City, Debby’s responsibilities spanned development, leasing, construction, financing, and management, beginning with individual projects and progressing to executive supervision of multiple high-profile, large-scale developments in the DC Region, including The Yards in the Capitol Riverfront district, Waterfront Station in Southwest DC, and the redevelopment of Ballston Quarter in Arlington, Virginia.
Debby began her career as a trial attorney in the Civil Division of the U.S. Department of Justice. She earned a bachelor’s degree from George Washington University, a Juris Doctor degree from the University of San Francisco, and is a member of the California Bar Association. Debby is active with numerous community and professional organizations, including the Federal City Council, District of Columbia Building Industry Association (DCBIA), the Washington Housing Conservancy, the Urban Land Institute, Kenyon College, CubeSmart (CUBE), and the NY Common Real Estate Advisory Committee.

Josh Hoffman founded Uplands Real Estate Partners alongside Debby Ratner Salzberg and Brian Ratner following the sale of Forest City Realty Trust in 2018. Josh leads investor and partner relationships and oversees the firm’s execution across its real estate platform.
He previously held Development and Investment Management roles at EDENS, an $8 billion private REIT headquartered in Washington, DC. While at EDENS, he led over $400 million of acquisitions and value-add redevelopments throughout the Mid-Atlantic.
He received a Master’s in City Planning from the University of Pennsylvania’s Graduate School of Design, and a concentration in Real Estate Design and Development from the Wharton School. He also received a BA in Urban Studies from the University of Pennsylvania.
Josh is a member of ULI’s UDMUC Blue Council, Chairman of the Board of Future Plans, a career readiness not-for-profit and serves as a mentor with Capital Partners for Education in Washington, DC.

Brian founded Uplands Real Estate Partners alongside Josh Hoffman and Debby Ratner Salzberg following the sale of Forest City Realty Trust in 2018.
He previously served as Executive Vice President of Forest City and a member of the Board of Directors. As President of Forest City Texas, a subsidiary of Forest City Realty Trust, Brian was responsible for the company’s activities in the Dallas-Fort Worth metroplex. Brian oversaw the development process from site selection through leasing for over 1,000 units of multi-family and street-level retail in locations in Downtown Dallas and the Uptown/West Village area.
Brian was previously the President of East Coast Development for Forest City. In this capacity, he led the development of major lifestyle centers and regional malls in numerous locations, including Metro Atlanta, GA, Bolingbrook, IL, Hallandale Beach, FL, Henrico County, VA, Pittsburgh, PA, and Cleveland, OH. Brian’s previous experience with Forest City included development of the large-scale, mixed-use Tower City Center project in Cleveland, and participation in financings for numerous Forest City projects.
Brian began his career as an attorney in Seattle, Washington. Brian earned a bachelor’s degree from George Washington University and a Juris Doctor degree from the University of Puget Sound. Brian serves on the Boards of The Rock and Roll Hall of Fame and Museum, The Dallas Symphony Orchestra and Jewish Colorado.

K.C. leads Development activities for Uplands.
K.C. Yasmer previously served as Co-Founder and President of Wynne Yasmer Real Estate, a Denver-based development firm specializing in mixed-use and multifamily projects. During his tenure, he partnered with Uplands and the Ratner family on the development of high-profile projects including One River North, a 16-story residential tower in Denver’s RiNo Arts District, and The Broadleaf at Fitzsimons Village, a 370-unit mixed-use community across from the Anschutz Medical Campus.
Before launching Wynne Yasmer Real Estate, K.C. served as Executive Vice President at Karney Properties, where he lead all development efforts for the firm. Earlier in his career, he spent more than a decade with Forest City Realty Trust in senior development roles, contributing to large-scale urban projects across multiple markets including the redevelopment of the Stapleton Airport in Denver, CO.
K.C. holds extensive experience in acquisitions, development management, and complex urban infill projects, with a track record of partnering with institutional investors and public stakeholders to deliver transformative developments.
K.C. earned his bachelor’s degree at Stanford University. He was a member of the Men’s Division I-A golf team and two-time Pac-10 Scholar-Athlete. He serves as a mentor for the Big Brothers Big Sisters program and a tutor for the First Tee program.

Mike oversees Acquisitions and Asset Management activities for Uplands.
Prior to joining Uplands in 2019, Mike was Director of Acquisitions at Urban Investment Partners (UIP), a real estate investment and development firm based in Washington, DC. During his time at UIP, Mike led the acquisition and capitalization of more than $1 billion of real estate in the DC metro area.
Mike began his career as an Analyst with CoStar’s Market Analytics group, a small team of analysts and economists that provided real estate advisory services across all property types in major US metros.
Mike is a graduate of Clemson University, where he received a BS in Economics and minor in Political Science. He is an active member of ULI and the Young Professionals Council of The First Tee - Greater Washington, DC chapter.

Nick oversees financial reporting, accounting operations, and compliance activities for Uplands.
Nick previously served as Accounting Manager at Rose Community Management, where he oversaw accounting and financial reporting for 23–25 properties, specializing in complex ownership structures and new acquisitions and developments. In this role, he managed a team of five, partnered directly with senior executives, and led initiatives that streamlined operational accruals, capital project tracking, and journal entry processes. He also played a key role in property acquisitions, from strategic planning through operational stabilization, and implemented the department’s first internship program.
Prior to becoming Accounting Manager, Nick was a Senior Accounting Analyst at Rose Community Management, where he managed the financial reporting process for 12–15 properties and redesigned the company’s reconciliation package to streamline monthly close and improve year-end audit preparation.
Earlier in his career, Nick was a Senior Accountant in the Tax Services group at Cohen & Company LTD, where he reviewed complex corporate, partnership, trust, and high-net-worth individual tax returns; advised clients on business and individual tax matters; and trained and supervised staff accountants.
Nick earned a Bachelor of Science in Business, with majors in Accounting and Finance, from the University of Dayton. He is a Certified Public Accountant in the State of Ohio.
